When I tried a search for all of my keywords in the ProQuest Newspaper search engine:
"lead paint" AND "consumer product safety commission" AND 1977 AND "16CFR1303"
...I got things that didn't quite look like what I wanted.
So I backed off a bit and went more general in what I was describing, and tried these keywords instead:
"lead paint" AND (policy OR regulation)
....and had WAY better luck! Result #5 below looks like it would be perfect for this assignment....
